The donated equipment complements U.S.-funded tactical training, enabling Benin to secure its borders independently.

It is not the first time the U.S. has donated security equipment to Benin, or has had a military collaboration between the two countries.

In late 2024 and early 2025, the U.S. significantly bolstered Benin’s military capabilities by donating Puma M36 Mine-Resistant Ambush Protected (MRAP) vehicles, ballistic plates, and tactical radios valued at over $5.9 million (3.5 billion CFA francs). The assets were originally intended for Niger, but were redirected to support Benin’s Operation Mirador, aimed at bolstering counter-terrorism efforts along its northern borders against regional threats, following a military takeover of government in Niger via a coup.

The U.S. is strengthening security partnerships with Benin and other coastal West African states, such as the Ivory Coast and Ghana, as AFRICOM works to reposition assets in the region following the end of security cooperation with Niger.

On April 30, 2024, the U.S. Mission in Benin announced that the U.S. government provided equipment to Benin’s Armed Forces, including four fuel trucks and spare parts, and supplemental items, valued at over 1.8 billion CFA Franc.

U.S. Ambassador Brian Shukan, who handed over the equipment to the Beninese government, cited the growing U.S.-Beninese partnership and a shared determination to support Benin in its fight against terrorism.

“These trucks will support fueling operations for the Beninese Armed Forces in the north, enabling them to increase the tempo of operations against violent extremist organizations,” Ambassador Shukan said.

He also highlighted the need to address the root causes of violent extremism and the U.S. government’s efforts to strengthen social cohesion.

In November 2023, the U.S. Embassy announced the provision of equipment and training to the Beninese armed forces. These include radios, base protection barriers, first aid supplies, and other materiel for a border security (BORSEC) training programme valued at 1.3 billion CFA.

Benin Republic had long been unaffected by the instability in the Sahel, until about eight years ago, when it began to experience cross-border attacks, armed incursions, and threats linked to Islamist insurgent groups operating in the region.

Due to a rising tide of terrorism threats in its northern region, Benin has spent much of the past eight years modernising and expanding its military.

The French-speaking West African country has since built several forward operating bases and outposts near its border, recruited and deployed more troops, acquired drones and armored vehicles, and strengthened relationships with international partners, including U.S. Africa Command (AFRICOM).

On January 22, 2025, the United States and Benin signed a bilateral cooperation agreement “strengthening collaboration between the Beninese Armed Forces (FAB) and the U.S. Army.”

Benin has suffered several deadly attacks in recent years, as groups linked to the Islamic State of West African Province group and Al-Qaida have expanded their presence beyond West Africa’s central Sahel region. Burkina Faso, Mali, and Niger have struggled to combat and contain terrorism, and their military junta rulers have proved difficult and inconsistent in collaboration attempts.

On March 4, 2026, terrorists attacked a military post in northern Benin, near the village of Kofouno, close to Karimama and the border with Niger.

In light of the persistent terrorist threat in the region, the Chairperson of the Commission, Mahmoud Ali Youssouf, called for strengthened collective mobilisation and welcomed the recent consultations within ECOWAS aimed at accelerating the operationalisation of the regional brigade of the African Standby Force to effectively combat terrorism. He also reaffirms the Commission’s commitment to support West African countries in their efforts to prevent and combat terrorism and violent extremism.

Also, Nigerian and Beninese authorities announced earlier in March their plans for a joint security operation to combat terrorist groups along their shared borders.

The decision followed an increase in jihadist attacks, which have spread further afield to coastal states like Benin, Togo, and Côte d’Ivoire, prompting countries to seek cross-border cooperation.

Tobiloba Alade, a counter-insurgency expert with combat and intelligence experience on the terrorism activities in Sahel, told Open Africa Tribune that the Benin Republic currently faces a threat of terrorism similar to that of neighbouring states.

“Benin Republic is facing a security threat of terrorism, and this is just like other Western African countries like Nigeria, Burkinafaso, Mali, Togo, and Niger Republic,” Mr. Alade said, adding that Islamist Insurgency evolved in the West African region “due to the ineffectiveness of countries like Mali, Niger, and Burkinafaso.”

He further noted that, “The instability in those three nations exacerbated the security threats in the Benin Republic and Nigeria,” adding, “The Malian government’s failure to resolve the Azawad conflict, which led to JNIM having an agreement with Azawad rebels to join forces to attack the Malian Govt, also spilled over to Benin Republic.”

He confirmed that there has been external military support for Benin, particularly around its borders. However, he noted that the foreign support has not been adequate to quell the terrorism threats.

The Benin Republic is involved in three external forces, which include Belgium, France, and the US. While France and the US have been providing adequate assistance and intelligence to Benin, one might argue that it is not enough due to persistent security threats facing the nation,” Mr. Alade said, adding that ‘However, providing ISR operation and also surgical assistance in countering the threat has been the support US and France have been offering. Belgium serves as a transport hub to other nations with which they have agreement.”

He further noted that improved regional cooperation in the fight against the insurgents via the ECOWAS Terrorism Standby Force.

“ECOWAS needs to work with Sudan and Libya, which is the training hub and smuggling hub for terrorists, in ensuring that the issues of arms smuggling, human trafficking, drugs trafficking are discouraged. Joint border patrols by all member states should be strengthened and encouraged,” he noted.

The United States of America has donated military equipment to the Benin Republic to aid the country’s fight against imminent terrorist attacks, as the West African country’s northern borders are becoming exposed to insurgency.
