CCM later moved against him, while President Samia Suluhu Hassan acted quickly to appoint Deogratius Ndejembi as his replacement.

The sequence of events offers a rare glimpse into how Tanzania’s executive leadership, its ruling party and senior officials interact when major national questions arise.

It also leaves Nchimbi’s political future open to scrutiny after his brief time at the centre of government.

Nchimbi’s Sudden Exit after Just 295 Days

Emmanuel Nchimbi took office as Tanzania’s Vice President on 3 November 2025, five days after the general election.

Before his appointment, Nchimbi served as CCM Secretary-General, one of the ruling party’s most powerful positions. President Samia Suluhu Hassan later chose him as her running mate, giving him a path to the Vice Presidency while keeping his political ambitions alive.

Nchimbi announced his resignation on 25 August 2026. He noted that he had become convinced “without doubt” that President Samia wanted change, and that he was fulfilling a promise he had made before taking office that he would step aside if she needed a different VP.

Samia accepted the resignation the same day and set 4 September as the effective date.

CCM responded the following day swiftly, with its National Executive Committee expelling Nchimbi under Samia’s chairmanship.

The party cited breaches of its constitution, rules and regulations without detailing the specific violations. Secretary-General Asha-Rose Migiro described the decision as unanimous.

Days later, Attorney General Hamza Johari told Parliament that Nchimbi ceased to hold the Vice Presidency on 26 August after losing his CCM membership. Tanzania’s Constitution requires the Vice President to belong to and receive nomination from a political party.

The interpretation of this sparked a dispute over Nchimbi’s actual exit date.

His resignation letter set 4 September as the effective date, while the government argued that his loss of CCM membership ended his tenure on 26 August. Some lawyers, however, maintained that his resignation should take effect on the date stated in his letter.

Reports have also linked Nchimbi’s exit to tensions with Samia, although no official source has confirmed the claims. Media reports have accused both camps of political manoeuvring, but neither side has publicly responded to the allegations.

The Constitution Question: Did Nchimbi Differ With Samia?

The former Vice President called for a new constitution on 24 July while opening the 15th General Meeting of the Tanzania Human Rights Defenders Coalition (THRDC) in Dar es Salaam.

He urged Tanzanians to push for constitutional change and described it as the issue that could address wider national demands.

He linked the call to Samia, recalling that a manifesto committee he led as CCM Secretary-General had gathered views from across Tanzania and found strong support for a new constitution. He stated that he presented those views to Samia, who promised to pursue the reforms.

Nchimbi’s remarks placed Samia at the centre of the reform debate and challenged her government to act.

President Samia responded a week later during a meeting with leaders of 18 political parties at State House. She announced plans to establish a reconciliation commission to advance the constitutional process while stressing the need to follow existing laws and procedures.

The two leaders backed constitutional reform but presented different approaches.

Nchimbi pushed for public pressure and faster action, while Samia emphasised consensus and a government-led process.

The difference centred on pace and control rather than the need for reform itself. Nchimbi used his position to press the issue publicly, while Samia kept the process within the government’s institutional framework.

His resignation, CCM expulsion and loss of the Vice Presidency soon followed, turning his remarks regarding constitutional reform into a major part of the debate over the circumstances surrounding his departure.

Inside the Rift: What Role Did CCM Play in His Exit?

CCM had already begun disciplinary proceedings against Nchimbi before he announced his resignation.

CCM Ideology, Propaganda and Training Secretary Kenan Kihongosi later confirmed that the party’s Ethics Committee had summoned Nchimbi as a party member.

He explained that Nchimbi’s resignation from the Vice Presidency did not prevent CCM from pursuing its disciplinary process. The party kept the specific allegations confidential.

This detail adds another layer of concern to Nchimbi’s departure.

The CCM had turned against him before he resigned; the party had already opened a disciplinary process against him before he announced his exit.

The timeline also raises questions about what triggered the disciplinary action. Nchimbi called for a new constitution on 24 July, faced Ethics Committee scrutiny before his resignation, and left office less than five weeks later.

Kihongosi rejected claims that Nchimbi’s constitutional reform campaign triggered the expulsion.

He pointed to CCM’s election manifesto, which already committed the party to constitutional reforms. However, CCM did not publicly identify the specific offences that led to Nchimbi’s expulsion.

That gap has left room for competing explanations. Analysts have pointed to disagreements over government policy, political reforms and early manoeuvring. These claims remain unconfirmed by CCM.

Nchimbi’s political standing makes the episode significant. He had served as CCM Secretary-General before becoming Samia’s running mate and Vice President. Yet the party moved from disciplinary proceedings to expulsion within a short period.

The episode therefore raises a broader question about the limits of internal dissent within CCM and about how much political protection the Vice Presidency provides when the ruling party turns against its holder.

How Much Power Does Tanzania’s Vice President Really Have?

Nchimbi’s rapid fall from office raises a structural question: what power does Tanzania’s Vice President actually hold?

The Constitution places the Vice President directly under the President’s direction and supervision.

The office assists the President with Union matters, performs duties assigned by the President and takes over presidential functions when the President remains out of office or out of the country.

The President and Vice President also run on the same ticket and receive nomination from the same party. The Constitution requires them to come from different parts of the Union.

The Vice President also chairs Cabinet meetings when the President remains absent. But the Constitution does not give the office a separate policy portfolio or an independent political mandate.

Party membership creates another important link. The Constitution requires the Vice President to belong to and receive nomination from a political party. That requirement became central to Nchimbi’s removal after CCM expelled him.

The former Vice President’s political influence therefore came largely from his previous position as CCM secretary-general and his relationship with President Samia, rather than from the Vice Presidency itself.

Once CCM expelled him, the government argued that he no longer met the constitutional requirement for the office.

Lawyers later disagreed over whether he lost the Vice Presidency immediately or remained in office until the date set in his resignation letter.

The dispute exposes a gap in the constitutional framework.

The Constitution sets the party-membership requirement but does not clearly resolve how that requirement interacts with a resignation carrying a future effective date.

Nchimbi’s experience highlights the limits of the Vice Presidency. The office carries important responsibilities, but the holder operates under presidential direction and depends on party membership.

The Vice Presidency gives its holder a senior place in government, but Nchimbi’s case shows how quickly that position can change when the political relationship with the President and the ruling party breaks down.

Why Samia Chose Deogratius Ndejembi as Her New Deputy

Parliament unanimously approved Deogratius Ndejembi as Vice President, with all 324 MPs who voted supporting his appointment. At 43 years old , Ndejembi became Tanzania’s youngest Vice President, replacing Nchimbi less than a year after he took office.

President Samia presented the appointment as a generational shift. At Ndejembi’s swearing-in, she stressed that the Vice President should help develop younger leaders and reminded him that the office represents a trust, not a kingdom.

Prime Minister Mwigulu Nchemba highlighted Ndejembi’s long experience in CCM structures and government. Deogratius Ndejembi had served in several ministerial positions, most recently as Energy Minister, before Samia elevated him to the Vice Presidency.

Ndejembi, in turn, placed loyalty at the centre of his acceptance speech. He pledged to serve the President, maintain his integrity and execute the duties Samia assigns to him.

He also promised to serve all Tanzanians rather than only CCM members.

That profile contrasts sharply with Emmanuel Nchimbi’s. Nchimbi entered the Vice Presidency with a strong political background as CCM secretary-general and a relationship with Samia that helped shape the 2025 ticket.

Ndejembi enters the office without a comparable independent political base. His career has largely developed through government and party positions, giving President Samia greater control over his political trajectory.

Some analysts have questioned whether Ndejembi’s appointment represents genuine youth mobilisation.

Tanzania Citizens’ Information Bureau executive director Deus Kibamba argued that Ndejembi lacks strong links to youth movements and instead highlighted his connections to business interests. Ndejembi and the government have not publicly framed his appointment in those terms.

His appointment also carries constitutional significance. As Vice President, Ndejembi stands next in line to the Presidency if the office falls vacant before 2030.

The contrast with Nchimbi therefore extends beyond age.

Nchimbi brought political influence of his own into the Vice Presidency, while Ndejembi has publicly emphasised loyalty, discipline and service under presidential direction.

That difference may define Ndejembi’s tenure and shape how he navigates Tanzania’s succession politics before 2030.

What Nchimbi’s Exit Means for Tanzania’s Politics and Constitution

Nchimbi’s removal leaves the constitutional reform debate without one of its most prominent internal advocates. The government now controls the process, while opposition parties continue to demand conditions that remain unresolved.

CCM insists that its commitment to a new constitution remains intact. On 8 September 2026, CCM Mainland Vice-Chairperson Stephen Wasira told a national conference that the party still intends to write a new constitution, but argued that national reconciliation must come first.

Wasira also outlined a narrower approach than Nchimbi’s. He argued that Tanzania should identify weaknesses in the current constitutional framework instead of discarding the existing Constitution and starting afresh. Civil society groups and opposition parties have pushed for a broader process based on the 2014 Warioba draft.

President Samia Suluhu Hassan’s 31 July roadmap also places reconciliation at the centre of the process. She proposed a reconciliation commission to accelerate constitutional reforms while requiring officials to follow existing laws and procedures.

Opposition parties continue to set conditions for participation. CHADEMA has demanded Tundu Lissu’s release and an independent inquiry into the violence that followed the October 2025 election. ACT-Wazalendo has called for an international investigation.

CHADEMA has also pushed for deeper constitutional reforms. Secretary-General John Mnyika has described the 1977 Constitution as outdated, while party leaders have organised campaigns calling for a new constitution and Lissu’s release.

Nchimbi’s case adds another dimension to the debate. He publicly called for constitutional change before his resignation and subsequent expulsion from CCM. However, CCM has not publicly established that his reform position caused the disciplinary action.

Analysts have welcomed Samia’s reconciliation initiative but stressed the need for broad participation. They have called for civil society, religious institutions, media, trade unions and ordinary citizens to join political parties in the process.

Nchimbi announced that he would retire from politics and public service. His expulsion from CCM leaves him without a formal political role, while former Prime Minister Joseph Warioba has defended his character, describing him as a principled politician who stood by positions he believed in.

The constitutional debate now continues without Nchimbi in government, leaving Samia’s administration, CCM and opposition parties to shape the next phase of the reform process.

Tanzania’s political landscape changed abruptly when Vice President Emmanuel Nchimbi left office less than a year after taking the position.
